Most likely not. The allotted amount is the equivalent of 1 hour's production on the sending planet, anything more is considered milking unless it is a trade at a 3:2:1 ratio

every rule has its work around :)
Then you may aswell do away with the Scoreboard for raiding. People who raid hard to get on the board just to be knocked off of it because someone "raided" their own buddy (was done before and Zorg intervened as I recall for manipulating the stats ) But I agree with Chuck that there needs to be some clarity from Zorg as to what % is deemed a finders fee rather than anyone getting banned for pulling/pushing....possibly :)

mercing is within the rules yes lol. and as Zorg stated in a different topic, as long as it is an HONEST trade, your quoted scenario is fine, just be extremely careful about it

So are u stating that 20% is ok???....Even if the one who asked for the merc or found the fleet is a complete noob with minimal points??? You can then send them potentially tens of millions??? I would then ask Zorg for some more clarification on the % or total res allowed as it seems to me a huge loophole in the rules....and we know some just love to exploit these....as seen on some servers previously ;)
