When I try to attack weak or strong player, it shows me that I can't attack player with more than 5 times the points or less than 1/5th the points. Then how come a strong player who is more than 100 times my points even without his fleet was able to attack me?

You are over 10k points, you can attack anyone higher then you, however, when you are under 10k, you can only attack a person 1/5 your points either way. Also a person under 10k can only be attacked by someone who is 5x his current points. so a 9k player can be attacked by a 45k player.
