I think this is a good idea, but mightyoz has a point, it will help the top stay at the top.

my vote is yes, but I would like to see some kind of safeguard against strong players simply using their increased resources to outdo smaller players (this is how I can make it onto the raiding board these days if i raid a bit, I can simply send more raids faster than some smaller more dedicated raiders, of course I was once one of those more dedicated players which is how I got to where I am)

Well.. how about if someone is a new player and they stay for a week, they get some sort of bonus and you cap it after a month or so. If i a person sticks around for a month, it's a safe bet they are staying, in my opinon.
