The current chat is too much of a standard IRC type system. Moderators can issue bans, but they are always temporary and people like to circumvent the bans and keep causing problems.
I recommend something like x7 chat, it's .php code which means it shouldn't be too hard for the admins to maintain. Plus it would add the ability to have persistent rooms that don't go away after everyone in them leaves, and even put passwords on some of them. It would make it possible for alliances to have their own private chat rooms without people being able to come in and snoop as soon as they get the room name. You can make rooms show on the list for everyone OR you can make them private and keep them off the list. All rooms can have a password put on them, plus the OP lists are set individually, not server wide for each room. That means alliances can pick someone to be a moderator in their private room, and the person can be set to have mod power in that room only.
PLUS there's no risk of mods that aren't in that alliance coming in, x7 allows you to customize the permissions for each user group you have. So you could have a group for regular chat moderators, and make it so they can only access unlocked rooms.
Not only all that, banning is so much more effective in x7 because anyone with the banning privs can set the length of the ban. Plus the x7 system requires people to register on the site before they can use chat, so imping is virtually eliminated because users can't change name. Not only that, it is possible to do IP bans without even having to see the IP, it automatically bans it with the account. And as a bonus, you can put in buttons that link to helpful resources like player guides and stuff.
