Churchill is the Leader of ASC and is the only one who can declare war.

Second rule under the War Rules state that an alliance leader must be the one posting the war. Neo was able to declare war because it's him versus the alliance, not his alliance versus the other one.

Either have Churchill post her declaration, or this war is void. When she does, the 24 hours will start then, not before hand.

I commented because i was thinking of joining then realised the war wasnt valid, like what WS said... thought you knowing your many things about game play would mean you know the forum rules aswell.
And war on neo? i had 200 b/c and a rip, not scared just pointless, and not jsut my decision either. (not that you actually did anything in it anyway...was you keeping your nap after all that in chat saying you'd hit him?)
Im sure juliet and Alexia (your GF's acounts) couldsee before it was found out who they were, wether you used it to your advantage or not is beside the point, she now cant see (although can circs) so is less helpfull than was and all that matters...
