A higher ranked player doing the same to a lower ranked player can be considered pulling.

Therefore, these "freebie shots" can be considered a form of cheating and a way to get around Rule 6.
Wouldn't that only constitute milking/pulling if the defender collected the DF though?

Collecting the debris and returning it to the attacker or the attacker collecting his own debris are both perfectly acceptable. Paying for the moon shot is also fine- just as long as it covers the costs and nothing more.
