No, there just has to be one that he actually works a while for. If he can just keep a fleet for a few weeks, then that will be the one that is the end of him when it goes down. Whether it is fleet number 2 or fleet number 32.

we are the strong ,we do not tolerate endless fleetlosses.
we do not want to be known as "the farmground". so theres a limit to fleetloss for our members (incl me)
