Okay, I have to say that I used this same dick tactic in another game. Nothing wrong with using a jerk move if it is not against the rules, as we have heard this same line from a lot of the top players that "all is fair in love and war". IPM attacks do not count against the bashing rule as:
"Note: Attacking fleets that are completely destroyed and Interplanetary missile attacks do not count towards the bashing rule. Moon destruction missions do count towards the bashing rules."
Please note that even if you had attacked the same planet a million times, if those attacks are completely destroyed, you have broken no rules. In other words, you can attack people unsuccessfully unlimited times, and you can ipm players an unlimited amount of times. The only limit is on espionage probes and successful attacks to a single planet or moon. And in your case, the attacks did have a purpose so as to distract a player in order to allow yourself to sneak in. I actually must say this is a clever strategy, and if people have a problem with it, complain to change the rules, not ban other players for going borderline and not crossing.
So as to not receive a warning for saying what I am thinking most of us are in belief, all else I can say is to send an email to

and explain the situation. That is unless of course you have broken the games worst rule ever: the spam probe rule. The same one that I guarantee I have accidentally gone over -> 150 probes within 24 hours. If that is not the case, then may your ban be lifted and get back soon dude.
