hi is there a way to let all the colonies do research at the same time?

They can contribute to the research build with at least Level 2 IGN. Otherwise, no.

if both planets have ign then they both work together on the research. it makes it take less time.

How does that work for Resources needed. Can the Resources needed be split over 2 planets?

No, the resources will come from the "source", or the planet where you start the research.
