Ok, so I currently have a 3,375,000 storage for metal. If I reach that maximum, can I still send that planet resources from my other planets?

Nah, once you've reached the storage limit for your planet for a resource you wont be able to send it resources, You can build metal storages though to increase the maximum amount of metal your planet can store

Incorrect. You can send any amount of resources to any planet regardless of storage capacity. Your mines just wont produce more than the storage capacity.
