Certainly, but generally when we refer to someone being a turtle, they are intentionally building far more defenses then would be necessary if they regularly removed resources from their planets. So if your intention is to fleet, then the resources spent on excessive defense is just wasted. Turtles grow slower, but they generally don't have to devote anywhere near the amount of time to the game as fleeters/raiders.
