CAN someone tell me how to launch missiles at a planet?

If you have missile silo level 4 and have it loaded with IPMs, go to your Galaxy screen in the Empire menu. The right most icon on your targets planet slot is the missile launch panel (has a picture of a missile on it).

Select the icon, enter the number of missiles to launch, and select the target from the drop down menu (rocket launchers, domes, etc) or leave at the default "All" and launch.

You can only attack 30 systems away from your missile silo?

Your range is dependent upon your Impulse Engine level.
