One thing I don't understand why my fleets don't get all resources at a enemy's planet? For example, my fleets have 300.000 cargos free and enemy have less 200,000 resources total. But I only get less 150,000 out of 200,000 resources at enemy's planet.

You can only receive up to 50% of your targets total resources during an attack.

i noticed that you will not fill your holds up when you raid. you devide the total holds by 3 then that is the maximum you can receive of one resource. so if the enemy has 300.000metal 100.000crystal and 40.000 deut you can send 500.000 holds but you will only get 150.000m 50.000c and 20.000d however if you send 400.000 you will get 133.333m 50.000c and 20.000d and if you send 300.000 cargo you get the max 100.000m 50.000c 20.000d

as you can see even tho you have a lot of free cargo you will not get more then the 1/3 cargo to slot your cargo even though you should get 150.000 metal and you have room for it.
