Banned players, open them up for raiding.

There is a particular multi player that springs to mind. Alfabetcit, alphabitcity, alphabet city and all the different variations on this theme. This player(s) has been banned and VB'd now for YEARS. One system in particular is full of this person's worlds, colonies.

Could this player stay banned but be opened up for raiding? Obviously he/she's not coming back and nor should they. Either that or delete the account?

I agree with this 100%. I find it a better solution to open the account for others to raid. If for some reason that isn't the route Zorg wants to take, delete it altogether. No point in holding onto it for no reason, only to have it take up space. I do understand that some have been banned and had it reversed due to some error so a sort of grace period may be required to ensure the account is in fact subject to cheating or multi-accounting. This one you have mentioned OZ has been around since i can remember.

I seem to remember (I might be wrong) that, once upon a time, Zorg wanted to encourage more PvP interaction in the game in respect of combat. Well, for the fleets involved these days it takes a lot of fuel. So, deleting a potential source of fuel that would otherwise "encourage" PvP is madness.

Resources are scarce in Standard. It takes a week of non stop raiding to source enough fuel for a big attack. Then you launch, the player you have launched at comes online and says "hi" via PM. Great, all the fuel wasted, now lets start raiding again, saving all week to repeat the process.

By all means, delete away. But don't expect anymore PvP. I know that the point is that you want players to buy rubies but as well all know, this isn't always viable ESPECIALLY when there is an over reliance on the TRULY AWFUL PAYPAL option. Other players cannot even buy rubies at all. A free to play game, yes, but a restricted game for those players. Perhaps a fuel/deut bonus for those that play everyday? That or make fuel/deut easier to come by?

At the moment Standard is bereft of decent resources, it really always has been. Delete the inactives to encourage PvP but then give you nothing to actually put "in the tank" to make your ships go, lol. Hmmmmmmmm.
