To obtain a second planet you must first build a colony ship. There are technology requirements you must meet to build one, these are :

Ship Yard (Level 4)
Impulse Engine (Level 3)

Once you have these you can send colony ships to empty slots in a solar system and obtain a maximum of 21 planets.
