But, take it from me, he will not surrender.

As BORIS has now gone inactive we must cease this war. As the rules state, this must be declared a draw. But we can pride ourselves in the knowledge that we have done what we can to stop a random individual from launching countless missiles strikes against players for no other reason but for the fact that they would have the audacity to launch on him because he 'd leave fleets and resources sitting, time after time.

These missile strikes would hit the smaller members of this alliance, Blue Sun, they would have no way of responding. We can now be assured that these bully tactics will not be worthwhile or justified.
