Would I be aloud to create one since who ever is playing on my account would be using a different IP address now? :?

As I stated before you would need to talk to admin. None of the players or mods can help you with this. Issues with your account like this should be directed to webmaster@zorgempire.net

If I have been told that admin is the only group of people that can help me..who do i contact to help me with this situation? Can any of you help me figure out how to help myself because I dont understand what it means to look for the help I need in teh appropriate place..All I can do is keep trolling and spamming here...somebdoy please help me...

No but you are spamming, i've already banned someone today and another is on their final warning, take Witchy's advice and keep this stuff off the forums or you may find yourself added to the rapidly growing list that are no longer welcome here.
