Tailoring the rule to your own needs, naming missile attacks as espionage reports just because they are archived this way is not making the action a bannable offense or something even against the rules.
You would have still have some valid ground if these attacks were aiming to SPAM you. In your case though, it seems that the other player is eating up your defenses. Why this would be against the rules and why we would even restore it? Interplanetary missile attacks do not count towards the bashing rule.
Finally, your role is limited in reporting. We do not need nurturing or instructions on how we will handle a report. The explanations provided on your report has to be considered as a one time courtesy.
