Moons are formed when the debris field (df) from a fleet crash collapses onto itself due to gravitational pull for its mass.
Altho one might argue that the bigger the df the bigger the moon should be but on this game the moon size resulting from a fleet crash is a random act of (unnatural) universe. But the df can be helpful towards getting a better chance of getting a moon with the limitation that there can only be 19% chance for moon creation.
A total of 100.000 (metal + crystal) gets you 1% moon chance and as you factor it up the moon chances increases.
