So long as you do not access the old account anymore, otherwise it would be multiplay

Not sure why someone would stop playing an account to start a new one. If you really dislike your colony setup that much you can abandon them and recolonize. At least then you get to keep your techs and you develop your new colonies quickly with transports from your other colonies.
