i find rescources but i can never find big fleets trust me i look everywhere.i guess it dosent help that i cant read a phalanx report either

Hmm maybe it's because all these guys are stronger than you so they are willing to espionage anyone. I doubt that you go around espionaging top 50s, which is where most of the fleets are.
