Not much of a story again lol 
I had scanned him a few hours ago.. and he messaged me saying he was online....
A few hours later.. I still saw the fleet points and scanned again.. but no message came.
Luckily our planets are close and I launched the BCs and it took around 8 mins to hit
And it was successful xD

The probability of creating a moon is : 19 %
The moon also had excellent resources.. but apparently he must have come online and jumped some cargoes and moved it.. cause I didn't get them in the follow ups...
But I got the DF xD
