(S)He said that (s)he "declared war on your alliance plants in this system" and told me nothing more. Does this mean war is void because he did not follow the war rules or should I start attacking him and warning my alliance to as well? I just want to know what I did to desere this as I have had no contact with this player or alliance before.

You are the leader of Elite right? Well, he cannot declare war on only said region, it includes all areas. You have the right to end the war now by surrendering if you don't want to take part.
