Terms:
1.) Fallen Angels merges with the sith empire
or
2.) Sithempire surrenders.

I personally know that the alliance Fallen Angels is completely inactive. Their leader quit the game a long time ago and so a war declaration on them would be pointless, they cannot participate or surrender.
