This is not declaring war on them, just stating that they're member Smiddy attacked threatened and faked fleet attacks on at least 3 people of my alliance.
I would like them to state in here that if he does do something again, which i have told him, that i will declare war on Smiddy not MoC but Smiddy. If MoC sign this then it is stating that they will not step into the war...if they do then the UNSC will have to take imediate action.
