An explanation:
We of the Regret alliance believe that the fastest way to victory is through buildings. They cannot be destroyed, and they give you increasing amounts of resources to work with. The fact that buildings can't be destroyed also helps give a more accurate measurement of your progress than fleet or defense points, because those will decrease if you get attacked. Thus the building requirement and not a total points requirement.
