Milking

Alright, please hear this out in its entirety before making a decision. I know rules are in effect for a reason, but I would like to contest one rule and offer up a possibility to change it to make it a little more effective as well as give newer players a little more assistance.
As it is currently written for milking in the rule is: 6. You must not MILK
Milking is a form of cheating. No player may knowingly send resources to a higher ranking player unless it is done during a trade (in accordance with the Trade Ratios posted on the forums). Once within a 24 hour period a higher ranking player may send the equivalent of 1 hour of production to a lower ranking player (pulling).
I think it would be a better use or time and effort if this rule was slightly revamped to something along the lines of:
A higher or equal level player may send the equivalent of 1 DAYS worth of each resource (combining allowed so long as it follows the conversion table. IE instead of sending 4 metal, 2 crystal, 1 deut, you could send 10 metal OR 6 crystal OR 3 Deut) to a lower level or equal level player of the same alliance once a week(or even every 2 weeks). Higher level players will still be required to follow compensation for trades.
Now, my reason for proposing this is fairly simple. I think helping newer members and newer players coming into the game would keep more people playing. If alliance mates can't help support a lower member or offer a reward for a member doing a good job, then more people are likely to drop out early on and not get the enjoyment from the game as they could. If you have say a goal and reward system in an alliance, and the person reaches a hard goal, it does not feel like much of a reward if you get sent 20k. However you would feel accomplished if the same person sent say 300k and a feeling of accomplishment is more likely to keep players playing.
I will be honest, I know not much will probably come of this, but at least I can voice it ^.^
