Change what triggers the activity indicator on a planet

I posted what I thought to be a bug but it was moved to the help section so I must conclude that it is not a bug.

Therefore I am proposing a change to the triggers for what will display an activity indicator in the galaxy menu.

any time a player sends a fleet mission of any kind from one of their planets that planet should show activity with no exceptions of any kind. However, a deploy or transfer mission landing on target planet would not show as activity.

did you read the part about how I was probed from a planet and it never showed that the planet had activity. Sending out a probe is not an automatic event. Also I tried to make it clear that it is not when fleets land but when they launch that I think it should always mark a planet as having activity.
