Universe tiers

Rather than turning one universe into a place that all players have to get along/fight and having to make bashing rules on top of noon protection why not make tiers. In theory you all start from a certain point level of 0. Once you grow in points let's say 100k points for now, you get put into a universe with slightly less inactives and other players of your point level. Every player can continue doing their own thing and once they hit 500k points they get put into a tier with even less inactives and more of the players in their point level. Then you continue going from there... The next tier up not only contains less inactives but also a smaller galaxy with less systems. So like 5 galaxies with 200 systems per galaxy....
So in theory there will be more warring daily for resources, the tiers will be more competitive since all players are at an equal level and closer to each other. You will keep the small players since they won't be taken out right away, you'll keep the medium players who grow slower than some because they can be in their own tier until they pass a certain point, and you keep larger players since they will have a tier to themselves to war it out or not grow.
You could even do this by separating up the galaxies rather than creating different universes to transfer them to. Like galaxies 1-4 with 500 systems will be big enough to contain the player base in theory and inactive deletion can be faster if there are no rubies. Then tier 2 will be galaxies 5 to 7 with 400 systems and less inactives, then tier 3 will be galaxies 8 to 9 with 300 systems with minimal inactives.
You can do a simple planet transfer with a randomized planet placer to put their planets either wherever or fit them into a spot where their current planets benefit them...whichever way works. Fleet points should have no effect on the tiers since it changes constantly so the tier should be based off of research, buildings and defense.
