I hope that is the solution to your problem.

The problem lies in those that opt in. I'm not sure people would like the idea of risking that info, and the feature may lack usage.

ehh I don't think I would want someone else to have control of my fleet.
What if I am low on deut?
I really don't want to be responsible for anyone else's fleet either.
What if you get ninja'd, how would you explain to them that you just got everyones fleet crushed?
+1 No For fleet control, maybe as the title of the largest damage dealer in a war or something.
Maybe even have an award for the largest crasher 25% bonus deut from mines or something but no thanks on the original idea.
