My thought here is that the Galaxies should have names, but retain their numerical value, so it should have a numerical prefix at the beginning.

the vote should be in game and you should get 1 vote per planet you have in the galaxies and the same should go for systems 1 vote per planet in the system

Some alternate ideas

Idea 1:

Instead of naming the galaxies, you could introduce races. Each galaxy is named after its race.
Your race is determined by the galaxy of your home planet.
Races could then go to war, similar to an Alliance.

Idea 2:

Each galaxy has 5 new planets (permanent). These are planets can be invaded. Whoever controls the majority of these 5 planets is deemed the 'Master'. It is up the the Master what he calls the galaxy.
