When you delete buildings using the building queue, the size of the building level increases although the correct level is deleted.

For example it will say that a Robot Factory Level 6 is being deleted...Then you queue up another delete for robot factory and it will say Robot Factory Level 7 is being deleted...Then another would be Robot Factory Level 8 is being deleted.

That would be if you are on a level 6 Robot Factory and trying to delete to level 4.

While it may say it, it does not actually do as it says. Meaning if it says it's deleting level 14 of a solar plant that is actually level 10 it will still downgrade it to 9 not to 13.
