Ridiculous (possible rule violation)

Ok, i got attacked by a player "sadbutrue" Who completely basically wiped out all my planets and fleets.
This is insane first of all considering i cant attack him back due to the "This player is too strong for you"
Surely this breaches the rules, and if not then it breaches common sense, He can attack me whenever he wants and i cant retaliate? What the hell is that all about?!
He attacked me 13 times over a period of 2 days
This is absolutely terrible. Something has to be done.

You always can attack a higher ranked player than you
And he may attack 5 times a day every planet of you..

He can also knock you into player protection from the hit. You should be thankful.
Fleet saving is your friend.

i dont think there is anyone that would not take advantage of the setup he was running... he was pure fleet and resources... no fleet save
