#2i like to have 4 planets on 1 gal then 2planets on all the others you can then choose where to fleet save to according to your resourses also you will be in range of most debris fields on all universes

If you are starting out kinda new, suggest you put stuff close together, but be prepared to move your planets around once you get a couple established, and maybe a moon.
If you are considering an alliance membership, you may want to wait on your last 10 planets to see where the forces are and if they have a need for a certain area to be taken.
If you are going solo, then no more than 4 in a galaxy Imho just so you dont dry out a certain area of resources from fleet crashes or (i) planets
