15 slots per system. u can colonize any slot that do not have a planet already. u cannot colonize another planet. to colonize u need to build colony ship. then u send 1 colony ship to an empty slot coordinate and establish your colony.

based on which universe u are at your limit of colony numbers varies from 21 to 15 to 10.
