Perhaps. I doubt any such, however, would remain in the game long.
I have consistently been growing, am in the top 20 within this universe, am hardly wanting of any game resource, and am - I dare say - hardly cowardly regarding my gameplay but have increasingly become aggressive. I have offered thoughts on the subject in character here:

Yet in this forum, permit me to say this:
My very own exploits, what fleets I have sunk, what fleets of my own often sunk, whom I have taken down on the lanx, what path I took towards leading an alliance created one year prior to my beginning the game - all are the fruit of my very own efforts and errors alone. I made it. I did it.
When I crash someone's fleet, or destroy someone's defences, it is with fleets I myself created, using nanites and shipyards I built for myself from scratch, taking advantage of research that I myself engaged in employing resources that I myself accumulated, often with mines I built.
I did that
I have very often heard from those coming into Standard from other servers how their hope is to show us how things are done, how to be the proper fleeter some once said, what lessons must be taught - and lo and behold how their means of doing this has been to use what others built for them.
I will find myself impressed when someone shows us up by doing it as the rest of us have, on our own, up from the ground floor, surviving and negotiating the vulnerabilities and challenges involved in actually managing growth from absolutely nothing amidst so many much more powerful.
