Miner, turtle and fleeter are three styles of game play. Though all of them deals with the same types of problems, challenges and needs to work on the same types of developments on both technology and buildings.
Miner: A miner is a type of player who will concentrate in developing bigger mines (higher levels) to get a very highly productive resource flow. This large in flow of resources provide miners with a very steady growth and they are most likely to sustain heavy damages and revive.
Turtle: A turtle or turtling refers in ZE to a defensive playing-style, with focus on strong defenses, rather than large fleets. This large build of defense allows for a more 'relaxed' playing style, decreasing the possibility of worrying over possible fleet losses.
Fleeter: A fleeter is a type of player that spends most of their resources developing the technologies that allows building better ships so that they can spend more time attacking other player's planets rather than waiting for their own planets to develop higher resources.
All the above are just styles of game play and one can choose any of the style in the game at any time. All of them has different types of challenges.
