More specifically, if a moon is destroyed, it is not completely removed and remains there for 24-48 hours (do not remember exactly). During this time RIPS will strill strike the moon as normal. If still they reach it after this time, they will return with no battle. If otherwise, it is considered a bug and has to be reported. I do not think there is such a case where RIPS will hit planet instead.

The problem by the way would only happen in the following two cases:
-Successful destroy mission by rips before
-More than 24hours pass after a player has chosen to destroy the moon.

In any other case, the rips would return before. Rare ocassion but thanks to Lodbrok it has been reported and fixed.

As a general sidenote, all bugs must be reported immediately by the moment you are aware of them. The usual action for any bug abuser is permanent ban.
