I've read that you are allowed to have a number of expeditions out equal to the square root of your Expedition Tech level. In other words, at level 1, you can have 1 expedition fleet out; at level 4 you can have 2 out, and so on.

My computer tech is 10, weapons tech 9, laser tech 12... you get the idea. I stopped expedition tech at level 2.
