Windows RT 8.1?

Does anyone know what is the deal with that?
Are there low budget tablets coming with 8.1 for 8086 processors? Or they all run 8.1 RT for ARM?
I am considering a tablet but I want to run the same programs as I run in my regular windows.

In sweeps the Microsoft field Rep. Windows 8.1 RT won't be able to run all the programs you can on your PC. It acts similar to the iPad and Android devices in that you can only get apps through the store.
There are a few full windows tablets out. The expensive ones are the surface pro range, but for a good 8" tab, i'd go with the Toshiba Encore!

The Toshiba Encore though would still not be able to run full programs, right? Is there a 8" or 10" that can? I heard of a new processor from Intel, coming out that will be 64bit and 8086 technology? Any info on this?
Price is a biggie. Giving a ton of cash for something that will not be my main tool, is not something that sounds interesting.

quad core tablets are best but price is to high over 100$
