Milking rule?

Okay, so I inquired recently about a violation of the milking rule and I was informed VIA email that there was a change in the rule and it is OKAY to send resources to people in the same alliance. I'm leery to do so without further confirming so is it true that you are allowed to send resources to alliance mates without compensation?

To my knowledge the rule is:
If sending to someone with more points, it must be done as a trade, I believe the established ratio is 3 metal-2 crystal-1 deuterium
If sending to someone with lower points (or equal, I guess), you may only send up to 1 hour of the sending planet's resource production every 24 hours.

I wonder why my report was overlooked then...is it 1 hours production for the planet you send from and of only the resource you send? Or 1 hours worth from all resources of the planet? IE if your hourly production is say 10k, 5k, 1k, can i only send 10k or can i send a total of 16k?
I'm just trying to get this crystal clear cause this is the first game I've seen with a rule like this and I'd rather not get in trouble trying to be a nice guy lol

if u pay iur friend 3 big macs and give him sometimes rubies u can take all ressource lol

it is a total of one hour of all resources from all of your planets, you can send that every 24 hours.

This will help. Please folks - the info is all out there, someone just needs to point Fay (and anyone else looking at this thread) in the right direcion.
Non-trade resource transfers from a lower ranked player to a higher ranked player ARE allowed ONLY within an alliance, but are still limited to 1 hour's production per planet in a 24 hour period, and are allowed to be sent in bulk from one location. (Reference:

Ironically enough, DR was one of the posters to help clarify the rule update, but in this thread he must have forgotten.
