go to technologies and click on the link for sensor phalaxes.
in a nutshell it tells you about any fleet movement on the planet you are targeting as long as its in the range. so any attacks or any movement at all will be desplayed in detail including the moment hey will be back on the planet

does it automatically pick up the fleet? or do you have to tell it to?

wait so it only works if the person your scanning has a moon? and does it not also make finding your fleet more difficult? or is that just a rumor

no it works on all planets in the range of the phalax. select your moon and then you go to a sector that is in the range of your phalax and you click on the planet then if a fleet is moving if someone is attacking or anything it will show that action like how you see your own fleet movement. if nothing is going on on the planet nothing will show
