Inergalatic Resarch Network?

What exactly does it do? Like say ur main planet has lv 12 resarch lab does that make everyone else have lv 12 also?
It links your highest Research labs together.
Example: If you have two level 12 Research Labs and construct a IRN (You need a level 2 for two labs, 3 for 3, etc.) it will be as if you have a level 24 lab on those planets (In terms of research times). As long as you research on THOSE planets, your times will be decreased.
Now, if you link two labs of different level (Say a level 12 and level 1) it will be like you have a level 13 lab, but only on the research that both planets can research. So, a Level 12 lab linked to a Level 1 lab DOES NOT have decreased times on, say, Plasma Technology, because they can't both research them.
That is how I understand it, if I'm wrong, someone please correct it.
