I noticed that when I move my fleet around my ranking still and I am able to attack players that are normally below my level. Is that Kosher?

Just want to make sure I am not cheating/doing something that will get me banned.

Pretty sure that's working as intended. Your fleet rating means how much of a punch you can throw with your fleet.

When half the fleet is out somewhere else, your immediate available fleet strength is reduced a lot. So the ranking drops, which does three things:

1) If you're constantly moving fleets around, it prevents the much higher ranked players from crushing you

2) It allows you to take bite sized chunks out of opponents that would normally be 5 times lower than you, effectively pruning their forces

3) Heard the phrase "When the cats away, the mice will play"? If your fleets gone, this leaves someone that would normally be 5 times lower than you, to play catch-up, and hit you where the sun don't shine.

Indeed, and they end up paying for it too, isn't that right fluffs. ;)
