Is it possible to send ships to people on my buddy list?

If you mean can you deploy ships at their planet so that they are the new owners, no that it not possible.

What about sending ships to your own colony?
Like sending my L. Cargo's from colony A to my main planet, so I can raid more resources with my home world's fleet?

Yes, that is possible, just select the Deploy mission when you are sending the fleet to your planet.
