does Intergalactic Research Network allow you to research more than one thing at a time.If not there isnt really a point in making it at all

IRN allows you to link the Research Labs on different planets to dramatically reduce research build times. Level 1 links two planets, Level 2 links three planets, etc.

reducing building times on what another research lab, that isnt worth the resources needed to build it

No, it reduces the time to build techs. Think of it as nanites for research technologies.

I can't remember, and am getting way ahead of myself, but let's say.

I have a level 12 research facility in point A, and a level whatever (not 12) lab with 300,000 energy somewhere else. Can the not-level-12 lab do the graviton?

Pretty sure I know the answer but I wanted to be sure.

No, the labs will only be linked together if both of them have the level prerequiste to research said technology.

How can you link it?

The link occurs automatically whenever you complete IRN. It will always link the planets with the two highest Research Lab levels for Level 1 IRN, the planets with the three highest Research Lab levels for Level 2 IRN, etc.
