1) Can I give another user some fleet, so they can use it as their own?
2) If the answer of 1 is no, can I at least give him fleet to stay in his planet to use as defense?
3) what is deploy and ACS Defend? Is it the answer to questions 1 and/or 2?

2. That's what ACS Defend is. But they need an ACS Depo for you to be able to do that
