Hello I wanted to attack this player but when I tried to send my spy drones the message below pooped up what does it mean can someone please explain

You CANNOT attack this Player (Protection up to x5 or down to 1/5 of your points till 10k).

also when can I attack this player?

This is the player protection rule. It means that your targets points were either less than one fifth of yours or yours were less than one fifth of his.

An example of this:

Your points: 400
Your targets points: 75

The lowest person you can attack if you have 400 points is someone with 80. As that example target has 75 you will not be able to attack him.

This rule is removed for inactive or banned players. It is also removed once you and your target reach 10,000 points. There are a few topics on the player protection rules, you might want to take a look around if you wish to know more.

it states the bashing rule is also removed for inactive players, correct? and "inactive" starts at 7 days?

I think that is correct yes.

So it is ok to attack any inactive player as long as it gives an option to attack on espionage report??

You can attack an inactive, period. Once you go inactive anyone can attack you as many times as they want, as often as they want.
