what are the rules/ettiquete concerning attacking weaker players/being attacked by players who are red to you.

The only rules are x5 /5 points range for attacking until the 10k mark, where it's free for all.

There is no etiquette, if it doesn't wear your tag, it's a target. Simple as.

ok, fair enough, thought there was a case where if something was green to you or red, basically off limits.
