Are you allowed to headhunt in this game?

Headhunting is what happened in a game i used to play. An example of headhunting is:

Player A trades resources with Player B in exchange for Player B to attack Player C.

Some people even used to advertise themselves as hunters in a special forum.

Under Rule 6 this would currently be considered milking as there isn't yet a way to notify the GO of the head hunt versus milking.
